It isn't the clearest picture, but that's because Jerry was moving fast at the time. When dad was getting ready to take him out, to make Jerry not bounce around with excitement, he hooks his lead on Jerry's collar.
However, Jerry is always impatient, and he proved that by picking up his lead and trying to hand it to dad. He wants to go out for that walk right now.
